San Diego DUI cops brace for Super Bowl stops

CHP officers across California arrested 403 drivers for driving under the influence last Super Bowl Sunday.

The agency is asking the public to call 911 to report suspected drunken drivers this Sunday. Callers should be prepared to give a description of the vehicle, its location and direction of travel.

The California Highway Patrol is urging Super Bowl celebrants to include a designated non-drinking driver in their Super Bowl Sunday plans.

Last year on Super Bowl Sunday,

Law enforcement invites the public to help by calling 911 to report a suspected drunken driver. Callers should be prepared to provide dispatchers with a description of the vehicle, its location and direction of travel.

What you must do within 10 days of being arrested

What was that San Diego DUI hand-held breath test gadget I just blew into?

If police ask you to blow into a small hand-held gadget, say no (unless you are on San Diego DUI probation or under 21). If you do, what is this? What does it mean?

How can a San Diego DUI Attorney help?

According to the manufacturer, the Alco-Sensor IV /w Memory is an automated handheld breath alcohol gadget. It claims to offer a simple, accurate and economical method of determining a subject’s preliminary breath level and electronically stores the test data. (size : 5 1/2" x 3 1/2" & weight : 2.2lbs / 11oz). However, the gadget makes numerous assumptions and incorrectly states it can determine one's breath/blood level. The gadget attempts to measure breath but does not determine one's "blood" level.

San Diego DUI police often represent or imply a San Diego DUI suspect must blow into the machine but California law clearly states this hand-held gadget is merely a voluntary "field sobriety test and may be used by an officer as a further investigative tool." (California Vehicle Code Section 23612(h), http://www.sandiegodrunkdrivingattorney.net/consciousness-of-guilt.html )

A San Diego DUI officer is required to advise a San Diego DUI suspect as required by California Vehicle Code section 23612(i):

(i) If the officer decides to use a preliminary alcohol screening
test, the officer shall advise the person that he or she is
requesting that person to take a preliminary alcohol screening test
to assist the officer in determining if that person is under the
influence of alcohol or drugs, or a combination of alcohol and drugs.

The person's obligation to submit to a blood, breath, or urine
test, as required by this section, for the purpose of determining the
alcohol or drug content of that person's blood, is not satisfied by
the person submitting to a preliminary alcohol screening test. The
officer shall advise the person of that fact and of the person's
right to refuse to take the preliminary alcohol screening test.

[California Government Code section 1222: Every wilful omission to perform any duty enjoined by law upon any public officer, or person holding any public trust or employment, where no special provision is made for the punishment of such delinquency, is punishable as a misdemeanor.]

While this roadside hand-held gadget is not the (over 21) required breath or blood test under California's implied consent law (California Vehicle Code section 23612), if you are under 21, you must blow into this gadget. (California Vehicle Code sections 13388 and 23136). Other rules apply for under 21. San Diego DUI criminal defense lawyer defenses are still available.

This manufacturer requires before this PAS test can be used as evidence, there must first be a 15 to 20 minute continuous observation period by the officer before having a San Diego DUI suspect blow in the hand-held gadget: "...the subject must be kept under observation for 15 to 20 minutes prior to testing to ensure complete dissipation of any residual alcohol that may have been in the subject's oral or nasal cavity. [PAS Manual, p.5]

A deep lung breath must be submitted and analyzed to get a reading that accurately reflects the subject's breath measurement.

The manufacturer goes on: "Recent consumption of an alcoholic beverage, a dose of medication containing alcohol or regurgitation could introduce 'mouth alcohol' to a breath sample and cause an exaggerated reading. A 15-20 minute deprivation period prior to testing will ensure 'mouth alcohol' has not influenced the breath alcohol reading because mouth alcohol dissipates quickly. (Refer to your rules and regulations governing a required deprivation period prior testing.)" [PAS Manual, p. 4]

The California Department of Health Services have breath testing regulations.

Here is a governing California Code of Regulations, Title 17, section 1219.3 [Breath Collection]:

"A breath sample shall be expired breath which is essentially alveolar in composition. The quantity of the breath sample shall be established by direct volumetric measurement. The breath sample shall be collected only after the subject has been under continuous observation for at least fifteen minutes prior to collection of the breath sample, during which time the subject must not have ingested alcoholic beverages or other fluids, regurgitated, vomited, eaten, or smoked."

The onus is on the officer to ensure the minimum 15 minute continuous observation of the subject prior to blowing. The subject need not show these things did in fact happen; it is the mere possibility of such a contaminating act.

There is no mouth alcohol detector on this gadget - that is why the manufacturer requires a 15 to 20 minute observation period before attempting to use the gadget. If one of the above proscribed things happen, the machine will not be able to differentiate between one of these false positives and the deep lung air which was supposed to be measured.



What is "mouth alcohol"?

"Mouth alcohol" refers to the existence of any alcohol in the mouth or esophagus area. If mouth alcohol is present during a California DUI breath test, then the California DUI results will be falsely high.

Mouth alcohol can be created or caused in many ways: Regurgitation of Gas, belching, burping, hiccuping, re-ingestion of alcohol, or vomiting within 15 minutes before taking the California DUI test could bring contaminated vapor from alcoholic beverages still in the stomach up into the mouth and/or throat area. Dental bridges and dental caps may trap alcohol. Chewing tobacco or gum may trap tiny or micro particles of alcohol. http://www.sandiegodrunkdrivingattorney.net/Things-other-than-alcohol.html A chronic "reflux" condition from gastric disorder or a hiatal hernia may cause elevated California DUI BAC readings.

In evaluating any California test results, one must consider whether or not the person administering the test or agency maintaining the testing device followed the regulations of the California Department of Health Services.

The foundational prerequisites for a breath test are: (1) the particular apparatus utilized was in proper working order, (2) the test used was properly administered, and (3) the operator was competent and qualified. [People v. Adams (1976) 59 Cal. App.3d 559, Coniglio v. DMV (1995) 39 Cal.App.4th 666]

Obviously, in order to properly administer the test, San Diego County DUI police have to follow the manufacturer's/regulatory guidelines and instructions, including the 15-20 minute continuous observation period requirement.

California Department of Health Services' Standards of Procedure, California Code of Regulations, Title 17, section 1221.4(a)(2)(B) and law enforcement require proper periodic determination of accuracy - every 10 days or 150 subjects, whichever comes sooner. These PAS devices must be so checked for accuracy and proper working order.

Among the many other possible problems with this gadget is the test's margin of error.

In conclusion, for a number of reasons, some of which are discussed above, it is often not difficult for a San Diego DUI attorney to show some lack of reliability or inaccuracy of the PAS test results.

San Diego criminal defense lawyer business stinks

SAN DIEGO - A mistrial was declared Monday when a home-invasion robbery suspect smeared human feces on his attorney's face then threw more at the jury.

Weusi McGowan, 37, was upset because San Diego Superior Court Judge Jeffrey Fraser refused to remove Deputy Alternate Public Defender Jeffrey Martin from the case, prosecutor Christopher Lawson said.

At the mid-morning break, McGowan produced a plastic baggie filled with fecal matter and spread it on Martin's hair and face, then flung the excrement toward the jury box, hitting the briefcase of juror No. 9 but missing the juror himself.

"That juror didn't even see it coming," Lawson said.

The prosecutor said the defendant was compliant after the outburst and was taken into custody without further incident.

After lunch, Fraser dismissed the jury, telling them McGowan would have to get a new lawyer and that his trial would be delayed.

The judge scheduled a status conference for Feb. 9 and raised the defendant's bail from $250,000 to $1 million, finding he is a danger to the community.

Lawson said McGowan originally became upset last week when he claimed one of the jurors saw him in shackles as he to the courtroom. Fraser dismissed all jurors who saw the defendant in shackles, the prosecutor said.

"The judge had been very fair," Lawson said. "All jurors who saw it were dismissed."

Fraser had also denied McGowan's attempt to represent himself, saying the request was untimely, Lawson said.

The prosecutor said the defendant had previously wiped human feces on himself and was examined by doctors to ensure he was mentally competent to stand trial.

McGowan is charged with kidnapping for robbery, assault with a deadly weapon and other counts and could face assault charges in connection with the attack on his attorney and jury, Lawson said.

The prosecutor said the defendant hit a man with a rock in a sock as the victim came out of his home to investigate a commotion on Oct. 17, 2007.

McGowan allegedly ransacked the man's apartment then stole some of the victim's belongings and took off in the victim's car. He was arrested 20 minutes later.

A San Diego DUI suspect allegedly tried to drown a police dog that caught up with him Saturday in the lagoon he was hiding in before his arrest, San Diego DUI criminal defense attorneys heard.

The suspect alllegedly also hit another motorist as he fled police, San Diego DUI criminal defense attorneysare told.

At 8:20 p.m., an officer allegedly saw Lavar Toosweet McKiernan, driving without headlights, nearly hit three parked cars in the area of Carlsbad Boulevard and State Street, according to the reports provided San Diego DUI criminal defense attorneys .

McKiernan allegedly hit the gas when the officer tried to pull him over, eventually rear-ending a 44-year-old motorist and hitting a telephone pole, San Diego DUI criminal defense attorneys .

McKiernan's car allegedly wouldn't drive after the crashes, so he fled on foot to a lagoon west of Carlsbad Boulevard and hid in water about 4 feet deep, per the information provided to San Diego DUI criminal defense attorneys
Carlsbad police were assisted by a San Diego police helicopter and an Oceanside police dog, which tracked McKiernan to the lagoon, San Diego DUI criminal defense attorneys .

Recently a routine Gardai patrol parked outside a local neighbourhood
tavern. Late in the evening the Garda noticed a man leaving the bar so
intoxicated that he could barely walk.



The man stumbled around the car park for a few minutes, with the Garda
quietly observing.



After what seemed an eternity and trying his keys on five vehicles, the man
managed to find his car which he fell into. He was there for a few minutes
as a number of other patrons left the bar and drove off.



Finally he started the car, switched the wipers on and off (it was a fine
dry night), flicked the indicators on, then off, tooted the horn and then
switched on the lights.



He moved the vehicle forward a few cm, reversed a little and then remained
stationary for a few more minutes as some more vehicles left.



At last he pulled out of the car park and started to drive slowly down the
road.



The Garda, having patiently waited all this time, now started up the patrol
car, put on the flashing lights, promptly pulled the man over and carried
out a Breathalyzer test.



To his amazement theBreathalyzer indicated no evidence of the man having
consumed alcohol at all!



Dumbfounded, the Garda said "I'll have to ask you to accompany me to the
Police station this Breathalyzer equipment must be broken."

San Diego DUI lawyers report a buzz about NO cell phones while driving, hands-free or not

San Diego DUI criminal defense lawyers report that the National Safety Council is an advocacy group chartered by Congress to do what it can to keep Americans safe. With that mission in mind, the council is recommending a total, nationwide ban on cell phone use while driving.

They're not talking about switching instead to a hands-free-device-only rule, such as California and several other states have enacted. Recent studies have revealed that crash statistics are about the same, even when a hands-free device is used. No, the council wants no cell use at all for drivers while their cars are in motion.

Based on what we've witnessed over the past few years, such a ban would, indeed, be a lifesaver. Who hasn't been menaced by a driver whose ear is glued to a cell phone, weaving back and forth on the highway, as if drunk.

And there's the rub. Studies have concluded that using a cell phone while driving is statistically the same as driving under the influence - except there are far more drivers whose minds are being held captive by an engaging cell phone conversation, than have stopped off at the neighborhood tavern for a few quick ones.

About 70,000 cell phones are sold each day in the United States. Nearly 200 million Americans have cell phones, and some days it seems like they're all on Highway 101 at rush hour. An insurance industry study in 2007 found that 73 percent of Americans talk on a cell phone while driving.

This is not a small problem, because experts say about 80 percent of the traffic crashes each year are due to driver inattention. Banning cell phone use seems a logical step to take.

Logical, perhaps, but is it the right step? Cell phones aren't the only things that distract drivers. Just ask the mom with an SUV full of screaming second-graders. Or the salesman who's too busy to stop for lunch, and is relishing his super-sized Whopper, Coke and fries combo while driving to the next sales call.


Maybe you don't care for Fall Out Boy, and reach across to the radio to find the oldies station.

No matter which scenario you choose, those drivers are distracted, in some cases hopelessly and dangerously so. They aren't paying attention to what should be a driver's first priority - safely navigating through traffic.

The question then becomes, should government mandate safer driving? That's kind of a moot point, because governments already do that, with literally a truck full of rules and regulations.

The problem is that governments can mandate all they want, but they really have little control over what people actually do behind the wheel. All they really can do is impose a fine - a de facto tax - on those caught breaking the rules.

In fact, governments have a wide array of regulations specifically designed to protect the life and limb of citizens - and many of those citizens make a habit of ignoring those prohibitions on a regular basis. Have you ever driven over the posted speed limit?

In most cases, those numbers are based on the statistical realities of the role excess speed plays car crashes. Most regulations have a reason, and the reason usually is your safety and the safety of others.

The plain truth is that the only real regulator is you, the person behind the wheel. And it is you who must decide if eating a double cheeseburger, shushing the kids, or answering a ringing cell phone is in the best interests of you and your passengers.

From a safety standpoint, that should be an easy choice to make. Realistically speaking, however, maybe not so much.

DMV procedure following a San Diego DUI

San Diego DMV / DUI Defense Attorney Should Schedule Hearing after San Diego drunk driving arrest, according to San Diego DUI criminal lawyers. San Diego DUI / DMV hearings for a possible license suspension are like mini-DUI trials without a jury, but with much different San Diego DMV rules, San Diego DMV laws and San Diego DMV procedures. The San Diego DUI / DMV hearing is presided over by a Driver Safety Officer (DMV hearing officer) rather than a real judge, an employee of the DMV not trained in law who acts as both prosecutor and judge.

As unfair as it is, she or he can legally object to your evidence, rule on her or his own objection, dually engage your San Diego DUI / DMV lawyer, and admit or not admit either party's evidence.



The San Diego Driver Safety Officer offers evidence in the form of documents and/or witnesses. The Driver Safety Officer offers the San Diego drunk driving / DUI police report, DMV records, San Diego DUI alcohol reports and the important San Diego DUI officer's sworn statement entitled a "DS 367." With no Fifth Amendment right at the hearing, your San Diego DUI / DMV attorney usually will not want you to be present at the hearing since the Driver Safety Officer can call you as a witness and force you to testify against yourself if you ill-advisedly appear.



The San Diego DMV Driver Safety Officer's decision will usually be mailed a few days or even weeks after the hearing. A San Diego DMV / DMV suspension can be set aside or sustained. Because these are not San Diego DUI criminal proceedings, San Diego County public defenders are unavailable.




Your San Diego DUI / DMV attorney has just 10 CALENDAR DAYS after the DUI arrest to call the San Diego DMV Driver Safety Office to timely demand a hearing. You waive your right to a hearing after the 10 day deadline is up.



If your San Diego DUI / DMV attorney has not been retained within 10 days of the arrest, you should contact the local Driver's Safety Office yourself, request a 5 day extension so you can get a San Diego DUI / DMV Attorney Specialist.




Alternatively, if your request for an extension is denied by the San Diego DMV supervisor, request an In-person hearing, the Discovery (evidence), a Stay (stop) of the Suspension, and the Name of the Hearing Officer.

SECOND OFFENSE
within 10 years Attendance at 18-30 month alcohol/drug program, a fine of $390 to $1,000 plus substantial, mandatory penalty assessments, 96 hours to 1 year in jail, installation of ignition interlock (IID) device for up to 3 years, and 2 year license suspension, with a possible license restriction to and from work, during work and to and from DUI program after 1 year of suspension and completion of DUI program. However, your license shall be suspended if the offense occurred in a vehicle which requires a class 1, 2, A or B license. 90 days to 1 year in jail, $390 to $1,000 fine plus substantial, mandatory penalty assessments, IID up to 3 years, and 2 year license suspension.
THIRD OFFENSE
within 10 years 120 days to 1 year in jail, $390 to $1,000 fine plus substantial, mandatory penalty assessments, a 3-year license revocation, and an 18-month alcohol/drug program if you have not completed one before. 120 days to 1 year in jail, $390 to $1,000 fine, and a 3-year license revocation.
FOURTH OR SUBSEQUENT OFFENSE

Driving on a Suspended License Mandatory Jail Penalty
If you drive when your privilege is suspended or revoked for driving under the influence of
alcohol, upon a first conviction, you face imprisonment in the county jail for not less than
10 days or more than six months and by a fine of not less than $300 nor more than $1,000.

California Highway Patrol (CHP) is changing story again in another San Diego DUI case

San Diego DUI criminal defense attorneys have again learned California Highway Patrol is changing its story in another San Diego County DUI story. This time, the CHP is reconsidering its allegations that a Carlsbad man stole the purse of a pregnant woman killed in a rollover crash on Interstate 5.
Mark Christopher Struk, 31, of Carlsbad was arrested Tuesday on suspicion of felony grand theft. The CHP had said witnesses saw Struk's Subaru station wagon stop on the freeway near the crash scene. The CHP had said a woman got out and grabbed the purse lying on the road before the pair drove off.
Now the CHP says the purse was a wallet, and it was never actually taken from the crash scene. And Struk's account of returning it fits with what a Marine at the scene says he witnessed.
“Someone . . . drove by and yelled to us, 'Hey, I found this purse. I think it belongs to someone in the car,' dropped it out the window and left,” Marine Cpl. Solomon Huss told KNSD, Channel 7/39 in an interview broadcast Thursday night.
Huss, who is also a Los Angeles police officer, and two other Marines were assisting victims of the crash, which killed Yine Erandy Gonzalez Angeles, 24, when the Ford Explorer she was in rolled over.
Huss said a man resembling Struk dropped the purse about 20 feet from where he was standing. Huss said Struk should be thanked for trying to secure the item.
When he was released from jail Wednesday, Struk told reporters in a brief interview that he was “completely innocent” and had been “a good Samaritan” by dropping the purse off at the crash scene. He could not be reached yesterday.
A CHP spokesman initially said investigators did not believe Struk's story and were still looking for the purse.
Yesterday, however, the CHP issued a statement that “an additional witness has just come forward and provided further information that partially corroborates” Struk's account, and that the wallet – not a purse – was found inside the wrecked Ford Explorer.
CHP Officer Mark Latulippe said investigators now assume someone could have put the wallet in the Explorer after Struk shouted to the Marines and dropped it out his window.
About $400 and two passports are missing from the wallet, Latulippe said, and Struk remains a suspect in the theft of those items. How it was determined they were in the wallet was unclear.
The case will be forwarded to the District Attorney's Office to determine if any charges will be filed, the statement said.
The CHP has said it has interviewed Struk's female passenger. She hasn't been arrested.
The Explorer was struck from behind by a Nissan Altima driven by John Francis Sudac Jr., 27, of Carlsbad about 1 a.m. Sunday, authorities say. The wallet was apparently thrown from the vehicle.
Sudac allegedly fled the scene and turned himself in about 18 hours later, authorities said. He was booked on suspicion of gross vehicular manslaughter while intoxicated, hit-and-run, felony DUI causing death, and marijuana possession. He is scheduled to be arraigned Monday.

San Diego Chargers' star receiver on probation for San Diego DUI

San Diego DUI criminal defense lawyers learned that San Diego Chargers wide receiver Vincent Jackson was on probation stemming from a 2006 drunken driving conviction when he was arrested early Tuesday on suspicion of San Diego DUI according to San Diego DUI criminal defense attorneys .

Jackson, 25, was arrested on June 12, 2006, and pleaded guilty about four months later to a misdemeanor charges of San Diego DUI - driving under the influence. He was ordered not to drive with a measurable amount of alcohol or drugs in his system while on five years' San Diego DUI probation.

In Tuesday's San Diego DUI incident, CHP Officer Brad Baehr has said Jackson was driving east on state Route 52 near Interstate 805 just after 2:30 a.m. when he was pulled over for an undisclosed traffic violation. Jackson was booked into jail and released by 6 a.m.

It was unclear yesterday whether charges would be filed in connection with Tuesday's San Diego DUI arrest.

At Chargers Park yesterday, Jackson practiced in preparation for Sunday's playoff game at Pittsburgh. He later declined to be interviewed by reporters. He proclaimed his innocence in a statement released Tuesday.

“Obviously, we're all behind him,” running back LaDainian Tomlinson said. “Vincent says he's innocent. We're his teammates and we're going to stand behind him. It's a tough situation, and I hope he can get past it.”

Asked if the San Diego DUI situation was a distraction to the team, Tomlinson offered that it might be just the opposite.

“If anything, it really kind of makes you focus in and really understand that you have to be on your toes at all times,” Tomlinson said. “You can't put yourself in that position. You start to realize things like that. It brings you a little closer. Guys have rallied around him, have talked to him, to make sure he's going to get past this.”

Coach Norv Turner said he had a private discussion with Jackson, who will play Sunday. “You can do something wrong and not be a bad person,” Turner said. “We'll handle it.”

According to San Diego DUI court documents in the 2006 case, a CHP officer saw Jackson driving a dark-colored BMW about 3 a.m. The car was allegedly swerving on eastbound Interstate 8 near Hotel Circle and on the transition road to northbound state Route 163. The San Diego DUI officer pulled over Jackson. He described Jackson as having glassy, red eyes and slurred speech. The officer administered a series of San Diego DUI field sobriety tests, which Jackson did not perform well, according to San Diego DUI attorney prosecutors.

Jackson was arrested for San Diego DUI and took a breath test, which allgedly revealed a blood-alcohol concentration of 0.13 percent. The legal limit in California for blood-alcohol concentration is 0.08 percent.

Star Charger arrested for San Diego DUI / San Diego drunk driving defense resource center

Five traffic-related deaths were reported during the holiday weekend countywide, compared with two deaths last year, Scheidnes said, while 30 traffic deaths were logged statewide. Last year, there were 26 such deaths.

San Diego DUI update

San Diego DUI lawyers report from SAN DIEGO

Law enforcement was kept busy throughout San Diego County overnight, dealing with a slew of drunken drivers, at least one fatality crash, and two homicides.


The father of a newborn girl was killed by a suspected drunk driver in Rancho Santa Fe New Year's Day.

The crash happened on a foggy, winding section of El Camino Real at La Orilla on the western edge of Rancho Santa Fe at about 4:00 a.m. Thursday.

The medical examiner identifies the dead man as 29-year old Gaudencio Reyes-Guaintana of San Marcos.

The report says Reyes-Guaintana drove his SUV off the road and landed in the San Elijo Lagoon. A second vehicle, traveling at a high rate of speed in the same direction, also went off the roadway, crashing into the first vehicle.

The driver of the second vehicle was arrested for suspicion of driving under the influence.

Heavy fog was reported in the area at the time of the crashes.

Earlier in the morning, a homicide in Chula Vista was reported on Smoky Circle, near Hidden Vista Drive, around 1:45 a.m. A man in his 20s was found fatally shot, slumped in the driver's seat of a white Honda Accord, Chula Vista police said.

San Diego police homicide detectives dealt with a homicide about 10 p.m. Wednesday in Mira Mesa. An argument between two groups of men ended with 29- year-old Andy Ho being fatally shot in the 7600 block of Dancy Road, San Diego police said.

The shooters in both cases remained at-large this morning.

New Year's Eve night is traditionally the busiest night of the year for alcohol-related driving crimes, San Diego County sheriff's Lt. Larry Nesbit said.

In lieu of sobriety checkpoints, an increased number of sheriff's deputies spent most of the night actively looking for drivers going too fast or too slow, swerving or committing some other type of blatant moving violation, Nesbit said.

No official reports on the number of drunken driving arrests made by sheriff's deputies New Year's Eve night were immediately available, but Nesbit said, "there were a lot, as usual."

The California Highway Patrol reported it made 29 drunken driving arrests between 6 p.m. Wednesday and 6 a.m. today. That compares to 33 arrests made during the same reporting period New Year's Eve 2007/08. The CHP also reported one fatality, which was the one reported around 5 a.m. in Rancho Santa Fe.

Statewide, the CHP reported 438 drunken driving arrests and 11 fatalities compared to 362 drunken driving arrests and 4 fatalities the same time a year ago.

On average, San Diego PD dealt with about a dozen drunken driving or drunk in public crimes per hour from midnight to 3 a.m., according to Sgt. Kerry Tom.

"It was pretty much citywide, no particular areas were worse than others," Tom said.

San Diego DUI criminal defense lawyers warn Carlsbad police will hold a San Diego DUI sobriety checkpoint Friday night as part of a statewide holiday DUI enforcement push, San Diego DUI criminal defense attorneys learned today.

The San Diego DUI checkpoint is planned for the 4000 block of Carlsbad Boulevard, south of Tamarack Avenue, San Diego Drunk Driving Defense Attorneys hear.

San Diego DUI / Carlsbad police also are asking the public to call 911 to report suspected San Diego DUI drunk drivers.

The California Office of Traffic Safety has granted federal transportation funds to San Diego DUI law enforcement agencies all over the region, including the Carlsbad Police Department, to conduct holiday San Diego DUI drunk driving enforcement, San Diego Drunk Driving Criminal Lawyers are told.
